“Retry” re-invokes the existing reconciliation engine for a failed draft. Blocked drafts (authorization / source conflict / invalid content) require owner action and cannot be force-published.
Archiving a duplicate is a soft remediation after forensic review. It never deletes a clinical record and never affects the authoritative version or its lineage.
